This kind of sheet is also called story paper, draw-and-write paper or picture story paper: a box for a drawing sits above a few large handwriting rows. Each row has a top line, a dashed midline, a baseline and a dotted line below it for letters that drop under the baseline. The Name and Date line sits at the very top.
The default uses 3/4 inch rows under a 4 inch picture box, which leaves three rows on US Letter and four on A4. Choose 1/2 inch rows for more writing on the same page, 1 inch rows for very large letters, a 3 or 5 inch box, or no box for a full page of rows.
The template is editable in the sense that you can change these settings and download a new PDF; it is not a Word document. Print at 100% or Actual size so the rows keep their height. Letter shapes and sizes follow the handwriting program your school or family uses; the paper only provides the guides.
Names vary. Common ones are primary writing paper, handwriting paper and story paper, or draw-and-write and picture story paper when there is a box for a drawing. Most versions have large rows with a dashed midline.
You can make one on this page: choose the row height, picture box and paper size, then download a free PDF. The ready-to-print PDFs above cover the two most common setups. For guide rows without a picture box, use the handwriting paper page.
School supply stores, office supply stores and online retailers sell primary writing tablets and story paper with similar large rows. If you have a printer, a sheet from this page is free and lets you pick the row height and picture box.
It varies a lot between children. In many kindergarten programs children learn to print uppercase and lowercase letters, write their name and spell simple words, and their letters are usually large and still uneven. Follow the guidance of the teacher or handwriting program rather than a fixed letter size.
